policies.</p><h1><strong>Position Overview</strong></h1><p>All Hands Consulting is seeking experienced <strong>FEMA Public Assistance (PA) Program Delivery Managers (PDMGs)</strong> to join our <strong>Recovery Cadre pipeline</strong>.</p><p>This role supports <strong>federal disaster recovery operations</strong>, helping state, local, tribal, and territorial governments as well as eligible private nonprofit organizations navigate the FEMA Public Assistance Program following disaster events.</p><p><strong>This posting is for our Recovery Cadre roster and is not an immediate hire.</strong> Qualified candidates will be added to our internal deployment pipeline and considered for future FEMA recovery missions and client engagements that align with their experience and availability.</p><p>Depending on the assignment, this role may involve <strong>remote support, intermittent travel, or extended disaster recovery deployments.</strong></p><h1><strong>Key Responsibilities</strong></h1><p>Program Delivery Managers support clients throughout the FEMA Public Assistance recovery process, including:</p><ul><li><p>Provide technical support to <strong>state, local, tribal, territorial governments, and private nonprofit organizations</strong> recovering from disaster events.</p></li><li><p>Guide applicants through the <strong>FEMA Public Assistance Program lifecycle</strong>, including eligibility, documentation, and compliance requirements.</p></li><li><p>Assist clients with collecting and organizing <strong>damage documentation, cost records, and facility information</strong> required for FEMA reimbursement.</p></li><li><p>Review and analyze <strong>financial records, maintenance documentation, and damage assessments</strong> to support funding eligibility.</p></li><li><p>Support development and formulation of <strong>FEMA Public Assistance Project Worksheets (PWs)</strong>.</p></li><li><p>Coordinate with FEMA representatives, applicants, and recovery partners to advance projects through the recovery process.</p></li><li><p>Assist applicants in understanding <strong>FEMA policy, guidance, and documentation requirements</strong>.</p></li><li><p>Track project progress and ensure documentation supports <strong>cost eligibility and compliance</strong>.</p></li><li><p>Support additional <strong>disaster recovery program activities</strong> as required.</p></li></ul><h1><strong>Qualifications</strong></h1><h3>Required</h3><ul><li><p><strong>2+ years of professional experience</strong> in emergency management, disaster recovery, public sector consulting, or related fields.</p></li><li><p>Experience supporting <strong>FEMA Public Assistance (PA) Program activities</strong> or similar disaster recovery programs preferred.</p></li><li><p>Bachelor’s degree in a relevant field such as:</p><ul><li><p>Emergency Management</p></li><li><p>Public Administration</p></li><li><p>Public Policy</p></li><li><p>Business Administration</p></li><li><p>Economics</p></li><li><p>Political Science</p></li></ul></li><li><p>Strong <strong>analytical and documentation review
